Original era manufacture. OK, I have no idea what this is, perhaps it is US Coast Guard not Navy. In either case it is nicely made of silver & gold wire embroidery on dark blue wool. There are three clutch attachment points on the reverse with postwar clutches. Normal age and wear overall with a dark patina finish to the embroidery.
